Persons fleeing oppression on grounds of race, religion, politics are
assured safehaven under the Geneva and New York conventions.
The problem is "fake asylum seekers" for whom clever lawyers develop fake
stories of oppression when they really want economic advancement. Such cases
clutter up the dockets and immigration judges are often unable to
distinguish between real and fake asylum seekers.
A true "refugee" is one recognized as such by UNHCR. With the exception of
Iraqis, the US does reasonably well in receiving such persons. But their
numbers are few. Countries prefer to accept asylum seekrs -- certain of them
anyway -- as non-refugee "B category" asylees because they get far fewer
rights than the Conventions would give them.
Countries do sent genuine political refugees back to places like Zimbabwe
and Congo Kinshasa where they are immedediately killed by their original
oppressors.
